Main Purpose of Job

This is a contractual position responsible for providing coordination, assistance and administrative support to department staff and interagency workgroups on behalf of the Maryland State Department of Education, Division of Special Education, and Early Intervention Services. The position is directly responsible for developing and facilitating interagency collaborative initiatives that address the needs of children from birth through age twenty-one across the State of Maryland.


Provides coordination of departmental interagency initiatives that support children with special needs from birth to age twenty-one; provides assistance and support to Special Education Programs across the State; provides staff support to interagency workgroups in agenda preparation, development of work plans, facilitation and guidance of assignments and completion of final work products; coordinates short and long range plans for interagency program initiatives and activities; monitors program implementation; reviews and makes recommendations for program modification; represents the Maryland State Department of Education in interagency strategic planning workgroups related to special education and comprehensive school reform including PBIS and RTI interventions; prepares and develops materials regarding Interagency Structures, Workgroups, and various committees including the Education Workforce Mental Health Initiatives,, Evidence Based Practices (EBP’s), and Systems of Care Initiatives (SOC);  researches, analyzes, and reports emerging issues and recommends positions, policies and actions


EDUCATION: A Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work in Education, Mental Health Special Education or a related field is preferred  

EXPERIENCE:  Three (3) years of professional administrative or related experience in or affiliated with Special Education, Mental Health, or Interagency focused initiatives is preferred.

Note: Two additional years (2) of experience may be substituted for the Master’s degree or 36 post baccalaureate course work at the III level.


Knowledge of State and federal laws, regulations, policies that address special needs of children from birth through age twenty one; knowledge of special education and child mental health issues associated with education programs for students with disabilities; skill in leading workgroups to accomplish goals and objectives; skills in developing clear and substantive responses to inquiries; ability to interpret and apply laws and regulations governing special education programs; ability to research and analyze data and make appropriate decisions; ability to work as a team member and establish and maintain collaborative working relationships; ability to communicate effectively, both orally and in writing, ability to utilize discretion in discussing  confidential issues.
