This is a professional, special appointment position serving as the Lead Programmer Analyst for the Division of Accountability, Assessment and Data Systems, responsible for providing an advanced level of computer systems analysis and programming services specific to supporting Oracle database web applications that process the results of Maryland School Assessments.
Analyzes and defines user requirements for MSA (Maryland School Assessments), HSA (Maryland High School Assessments) and Alternative MSA (Alt-Maryland School Assessments), Student Course Grade Teacher (SCGT) and High School Status and Completers (HSSC); develops systems specification and design for Oracle database application programs; designs and codes application programs and program interfaces; tests information systems in collaboration with other user agencies; completes and maintains user documentation; supports system implementation through appropriate test and debug processes; troubleshoots application programs within a variety of operating system environments and resolves client/server problems; maintains and interfaces network applications; provides technical guidance and training to other programmers; serves as project manager for special programming projects.
Education: Bachelor's Degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.
Experience: Two years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.
Notes: Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.
Knowledge of information systems architecture; knowledge of the principals and practices of systems analysis and design; knowledge of the functional concepts of programming systems and application systems; proficiency in SQL, PL/SQL, TOAD, Oracle 11g,WebLogic Server, JAVA, JDeveloper using ADF,XML, HTML in an MS Windows 7 and XP environment; skill analyzing and resolving system and application problems; ability to communicate effectively when establishing user requirements and deliverables; ability to establish and maintain effective working relationships with system users, vendors, computer operations personnel, programmers and technical support staff.
Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required. The selected applicant must consent to a criminal background investigation as a required security procedure for all employees who have access to data systems. Any misrepresentation of academic or experience requirements for this position ma result in non-selection or termination of employment.
