Main Purpose of Job

This is a professional position serving as a senior accountant responsible for reviewing and authorizing detailed costs for reimbursement payments to Purchase of Care providers, resolving issues and discrepancies found on the Notice of Grant Award, and facilitating necessary adjustments or corrections in compliance with General Accepted Accounting Principles (GAAPs), the Code of Maryland Regulations (COMAR), the State Comptroller's policies and guidelines.


Reviews and corrects any errors in the Purchase of Care (POC) invoice interface of payments from the Child Care Administration Tracking System (CCATS) into Relational Statewide Accounting and Reporting System (R*STARS); compiles prints and batches the reports from CCATS; corrects any errors in batches, releasing batches for the overnight cycle, and processes the payments on to the transmittal stage; updates the CCATS system for any direct deposits; prepares journal entries into R*STARS and the Advanced Purchasing and Inventory System (ADPICS); reviews, authorizes, or releases MSDE employee expense accounts; adjusts and corrects inaccurate information on the expenses reports; reviews and evaluates any discrepancies with addresses or vendor numbers and coordinates with the POC program personnel to resolve issues; ensures that corrections are timely to prevent further errors.


EDUCATION:  Bachelor’s Degree in Accounting or a Bachelor's Degree with 30 credit hours in Accounting and related courses including or supplemented by 3 credit hours in Auditing.  Possession of a CPA Certificate is preferred.

EXPERIENCE: Three years of professional experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles. Experience with the statewide Financial Management Information System (FMIS), ADPICS, and R*STARS is preferred.     


1. Applicants may substitute possession of a certificate as a Certified Public Accountant (CPA) or a Master’s Degree in Accounting for one year of the required experience.

2. Applicants may substitute one year of professional budgeting or auditing experience for one year of the required experience.


Knowledge of GAAPs and application for accounts payable practices; knowledge of governmental accounting standards and document processing; skill in the interpretation of State and federal laws and regulations; skill in using accounting, finance, and spreadsheet software; skill in managing multiple tasks; skill in identifying problems and negotiating solutions; ability to analyze data and make sound decisions; ability to monitor performance and implement improvements; ability to meet established timelines; ability to effectively supervise and lead other professional accounting staff; ability to communicate effectively
