Main Purpose of Job

This is a contractual position serving as the Project Manager for the Race to the Top - Early Learning Challenge Grant (RTT-ELC) responsible for managing and directing grant implementation within the Department.


Manages Race to the Top grant efforts associated with the Department’s projects: develops and manages processes and procedures to standardize project management practices throughout Division; supports the management team’s effort to include: project plan, scope management, resource management, time management, communications, procurement, user training and project delivery; manages and monitors the implementation of the sub-grants awarded to the LEAs: monitors the implementation of the Memorandum of Understandings (MOUs) and scope of work; communicates regularly with Assistant State Superintendent regarding the implementation of the grant including reporting on project progress, scope changes, resource allocation; issues, risks, and any other matters affecting the success of the grant.


EDUCATION: A Bachelor’s Degree is required; course work in Education program Supervision or Administration is desirable. A Master’s Degree is preferred.

EXPERIENCE: Five (5) years of professional experience in education supervision/ administration. Two (2) years of the required experience must have included direct supervision of other professional employees or administrative experience in establishing and/or coordinating an education program.

NOTE: A Master’s Degree or equivalent 36 credit hours of post baccalaureate course work in Education Supervision/Administration, Special Education, Guidance and Counseling or a related field may be substituted for one year of the required experience.


Knowledge of trends, regulations, policies, and issues effecting education program improvement and school readiness gaps; knowledge of project management principles; knowledge of curriculum development and instruction for Early Childhood Learning; knowledge of effective leadership; skill in implementing, monitoring and evaluating education programs; ability to interpret and apply laws, regulations and standards governing education agencies; ability to organize and manage multiple tasks; ability to work as a team member and establish and maintain effective working relationships; ability to communicate effectively, both orally and in writing.
