Main Purpose of Job

This is a professional position responsible for providing state leadership and technical assistance to local school systems for the expansion and integration of digital resources into instruction.


Provides coordination and technical assistance for all state educational programs, projects, and initiatives related to digital learning in PreK-12 education; develops, establishes, and monitors a long-range plan to implement local school system capacity building through professional development and technical assistance; provides leadership for MSDE and LEAs with the innovative use of digital resources to support instruction and student learning; identifies and evaluates digital resources and strategies that effectively integrate into instruction to improve student learning; collaborates with MSDE staff on issues related to technology integration in curriculum resources; serves as a liaison to the Maryland Instructional Technology Advisory Council (MITAC) and other collaborative committees; develops, implements, and approves technology plans; implements and monitors federal grant programs and initiatives related to technology in PreK-12 education; collects and reports data related to technology in Maryland schools.


EDUCATION:  Master’s Degree or equivalent 36 credit hours of post baccalaureate course work in Education, Instructional Technology, Educational Administration/ Supervision or a related field.

EXPERIENCE:  Four (4) years teaching experience in or affiliated with a PreK-12 educational program.  Experience with the integration of technology into classroom instruction in the PreK-12 educational setting is preferred. Experience with the delivery of professional development that includes the integration of technology is also preferred.


Knowledge of the Common Core State Standards and state and national administrative, teacher, and student technology literacy standards; knowledge of trends, regulations, policies, and issues affecting digital learning; skill in implementing, monitoring, and evaluating education programs; skill in developing and presenting professional development programs; ability to interpret and apply principles and policies governing digital learning; ability to organize and manage multiple tasks; ability to work as a team member and establish and maintain effective working relationships; ability to communicate effectively, both orally and in writing.
