Early Learning Program Development Specialist

Main Purpose of Job

This is a professional position providing technical assistance and program support to the Early Learning Branch within the Division of Early Childhood Development in the areas of Pre-K and Kindergarten, Preschool for All, and the state curriculum for grades Pre-K to 2.


Researches, analyzes and makes recommendations regarding administrative, management and procedural practices; writes logical, comprehensive, concise reports and correspondence; reviews and assists in the development of monitoring policies and programs including the PreK and Kindergarten and Preschool for ALL; develops state curriculum and other activities, namely the Maryland Alternative Approved Preparation Program (MAAPP) for early childhood education; coordinates the Preschool for ALL, MAAPP-ECE, Curriculum Project, and serves as liaison to other MSDE divisions; identifies program needs regarding the transition of young children into public school; researches, collaborates and evaluates best practices and strategies within the Pre-K and Kindergarten span; represents MSDE at local, state and national levels for promoting Division initiatives.


EDUCATION:  A Master’s Degree or equivalent 36 credit hours of post baccalaureate course work in Education, Educational Administration/Supervision or a related field.  

EXPERIENCE: Four (4) years of professional experience in coordinating or administering an education program or service directly related to Early Learning.


Knowledge of Early Learning and development programs; knowledge of Maryland Alternative Approved Preparation Program; knowledge of State and Federal laws,  policies, issues and regulations governing education programs for Early learning students; skill in developing and presenting staff development; skill in coordinating and managing multiple tasks; ability to support teachers and administrators; ability to establish and maintain harmonious working relationships; ability to communicate clearly and effectively both orally and in writing.
