Introduction

This is a professional position serving as the lead technical specialist for educational equity, world languages, and multicultural education responsible for providing leadership and technical assistance to the State, the Department of Education, and local school systems regarding program implementation, training, and program development.

State Salary Grade 22

Annual Salary Range $61,496 - $95,811

Main Purpose of Job

This position serves as the lead technical specialist for educational equity, world languages, and multicultural education programs and is responsible for coordinating departmental activities to implement the SWIFT (School-wide Integrated Framework for Transformation) program statewide. This position provides lead technical assistance, resources, and coordinates programmatic support to the State, the Department, and local school systems for educational equity, world languages, and multicultural education programs.

POSITION DUTIES

Provides leadership, coordination and technical assistance to the Department and Local School Systems for implementing the SWIFT (School-wide Integrated Framework for Transformation) equity program for educating general and special education students and improving academic outcomes; provides leadership and coordination for the education equity and multicultural program functions of MSDE; collaborates with instructional programs throughout the Department to integrate multicultural and education equity; interprets and implements the state regulation COMAR 13A.04.05-Maryland Education That is Multicultural; provides leadership, technical assistance and professional development to local school systems for world language program development and implementation and the over-all expansion of world language and international education; coordinates and implements Memoranda of Understanding; represents the State in issues pertaining to educational equity and international education.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

EDUCATION:  A Master’s Degree or equivalent 36 post baccalaureate credit hours of course work in Education, Education Administration/Supervision, Multicultural Education, Equity, World Languages, or a related field.

EXPERIENCE:  Four (4) years of professional administrative or teaching experience in or affiliated with an education program. Administrative experience in an area related to Equity, Diversity, Multicultural Education, or World Languages is preferred.

NOTES:    

1.   Two years of additional experience as defined above may be substituted for the Master’s Degree.

2.   Possession of a Doctorate in a field related to the position may be substituted    for one year of the experience requirements.

SELECTIVE QUALIFICATIONS

Knowledge of trends, regulations, policies and issues that address equity, inclusion, multicultural, international, and world language education; knowledge of equity  and cross-cultural principles and programs; knowledge of content standards; knowledge of curriculum development and instruction; knowledge of performance assessment; skill in implementing, monitoring and evaluating education programs; skill in developing and presenting professional development programs; ability to interpret and apply laws, regulations and standards governing educational equity; ability to collect and organize data; ability to organize and manage multiple tasks; ability to work as a team member and establish and maintain effective working relationships; ability to communicate effectively, both orally and in writing.

Conclusion

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required.  Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
