This is a professional contractual position responsible for leading, coordinating and overseeing the training approval process for the Core of Knowledge, Continued, and Pre-Service course training for the Office of Child Care (OCC).

Main Purpose of Job

The Main purpose of the position is to coordinate and oversee the Training Approval process for Core of Knowledge, Continued, and Pre-Service course training for the Office of Child Care (OCC). This position is responsible for providing leadership, planning, organizing, managing and controlling the trainer and training approval processes. This position is responsible for providing program development and coordination to potential and approved trainers.

POSITION DUTIES

Serves as the lead technical program specialist for the approval of all statewide Early Child Care training; provides direct specialized technical assistance to potential and approved trainers for writing early childhood training proposals; administers the trainer and training approval process; evaluates and approves new and renewable applications for organizations and individuals to provide early childhood training in accordance with COMAR; evaluates program effectiveness and develops policies and procedures for advancing and improving the program; conducts information sessions for potential and approved trainers regarding requirements specified in training regulations, reporting procedures and core knowledge competency areas; coordinates on-site monitoring visits and monitors training sessions conducted by approved trainers by examining approved trainers records of workshops; develops strategies and recommends new and revised legislation affecting childcare provider professional development, child care regulations and the Maryland Child Care Credential.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

EDUCATION:  A Master’s Degree or equivalent 36 post baccalaureate credit hours of course work in Education, Elementary Education, Child Psychology, Special Needs or a closely related field is required.

EXPERIENCE:  Four (4) years of professional experience with Education or Elementary Childhood Programs to include experience with the review and approval of training proposals.  Two years of this experience to include experience in training adults within an education program preferred.

SELECTIVE QUALIFICATIONS

Knowledge of Child Care provider credentialing and associated laws, policies and practices; knowledge of writing syllabi; knowledge of curriculum development; knowledge of adult teaching methods; knowledge of policy and procedures with grants, procurement, and contracts; skill in reviewing multiple applications for determination of credentialing; ability to collaborate with child care communities; ability to conduct information sessions, conduct presentations, and on site visits; ability to maintain accurate information; ability to meet deadlines in a timely fashion; ability to communicate effectively with internal and external stakeholders both orally and in writing.

Conclusion

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and possible travel throughout the State are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
