Main Purpose of Job

This is a professional position in the field of vocational rehabilitation providing management and supervision of the Workforce & Technology Center (WTC) Employment Services program; and serves as WTC's Agency Business Specialist providing leadership and technical assistance, as part of the Agency's Business Services team, in the development, planning and implementation of Division initiatives designed to promote the achievement of competitive employment outcomes by individuals with disabilities.

POSITION DUTIES

Supervise the WTC Employment Services staff that provides direct consumer services to WTC Training graduates and field referrals. Coordinate, develop and provide technical assistance for WTC Customized Training activities, working collaboratively with Center and Agency staff statewide to expand employment opportunities and outcomes for consumers. Provide leadership, coordination, and technical assistance in the planning and implementation of the Division’s Employment initiatives. Serve as WTC’s Agency Business Specialist, working collaboratively with the Business Services Leadership team, regional Business Services Representatives, statewide Business Services team, and community organizations to increase employment opportunities and outcomes. Assist in the planning and facilitation of Agency Business Services team meetings; assist with business networking, partnership development, presentations and provision of technical assistance to businesses and Agency staff.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education:   A Master’s Degree or at least 36 hours of equivalent post-baccalaureate course work. 

Experience:   Three years of administrative, librarian, teaching or rehabilitation work in education, library, or rehabilitation programs

 

Note: 1.  Two additional years of experience may be substituted for the Master’s Degree or 36 hours of equivalent post-baccalaureate course work at the III level.

2. The above requirements are sets by the Maryland State Department of Education in accordance with Education Article, Section 2-104.

SELECTIVE QUALIFICATIONS

Knowledge of vocational rehabilitation services and regulations, including ADA, accommodations and strategies related to the training and employment of persons with disabilities; knowledge of the statewide labor market, including economic and workforce trends and opportunities; knowledge of special hiring initiatives and incentive programs, including Customized Training/On-The-Job Training and state/federal tax credits; knowledge of leadership skills, supervision and team building. Ability to work as part of a team to implement the statewide Agency employment initiatives; ability to network and develop effective partnerships and other working relationships with businesses, corporations, federal, state and local government human resources personnel and community organizations; ability to supervise staff and exercise initiative and sound judgment in making decisions.
