Main Purpose of Job

This position is responsible for directing and coordinating the Division of Rehabilitation Services programs located in Baltimore County, Howard County, and Harford County (Region V). Also this position determines how to best utilize human resources within the region to provide high quality vocational rehabilitation to eligible individuals with significant disabilities in order for them to achieve successful employment outcomes.

POSITION DUTIES

Provides leadership, management and technical assistance to supervisory, counseling, fiscal and professional support staff in the application of policies and agency procedures; plans, develops and implements inter-agency and system-wide initiatives designed to assure effective, timely and quality service delivery systems in support of the employment goals of individuals with disabilities; creates and implements initiatives designed to satisfy the needs of businesses and business-related organizations in ongoing efforts to facilitate career opportunities for individuals with disabilities and successful outcomes for consumers of the Division; analyzes, plans, manages and directs human resources to assure eligible individuals with disabilities receive quality and timely rehabilitation services; plans, administers and monitors the regional budget and develops systems to assure appropriate review and approval of expenditures.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

EDUCATION:  A Bachelor’s Degree is required; course work in Management, Supervision, or Administration is desirable.  A Master’s Degree is preferred.  

EXPERIENCE:  Six (6) years of professional experience in rehabilitation or in the adjudication or processing of disability claims. Three (3) years of the required experience must have included direct supervision of other professional employees or specialized experience as the technical lead providing rehabilitation services for clients with disabilities or in developing disability claims and establishing eligibility for Social Security Disability Insurance (SSDI) and Supplemental  Security Income (SSI).  

NOTE: A Master’s Degree or equivalent 36 credit hours of post baccalaureate course work in Educational Administration, Rehabilitation Counseling, Special Education, Counseling and Guidance, Vocational Evaluation, Psychology, or in a Social Science related field may be substituted for one year of the required experience in rehabilitation or the adjudication or processing of disability claims.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of vocational rehabilitation policies, procedures, regulations and directives in the administration of disability determination services; knowledge of Federal and State laws and regulations governing the administration of vocational rehabilitation services; knowledge of principles of effective management and supervision of staff; knowledge of principles of organizational planning and budgeting; ability to interpret laws, regulations, policies and procedures; knowledge of employment laws that govern individuals with disabilities; ability to communicate clearly and effectively , ability to establish and maintain effective working relationships with other rehabilitation officials, State and federal legislators, employees and the general public.
