Main Purpose of Job

This position will manage the Office of Local Financial Reporting and Policy (OLFRP) in developing, collecting, reviewing, evaluating, editing, reporting and publishing local schools systems financial data.

POSITION DUTIES

Manages the collection of local school systems financial data; supervises the financial data input operation; prepares federal and State surveys, reports  and special projects and ensures that federal and State reporting requirements are met; provides guidance in developing and maintaining manuals, instructions and reporting instruments for financial data collection activities; coordinates training and outreach support services to MSDE and LEA Staffs; analyzes data in  response to the Department’s needs; designs data collection forms, content, and collection methods; manages the MOE and Nonrecurring Cost process, including preparing correspondence; determines eligibility for consideration as a Nonrecurring cost; interprets policy, statute and regulation and offers technical assistance to lead school systems and government agencies.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

EDUCATION:  BA/BS Degree in Management, Business, Finance, Accounting, Management Information Systems, or a related area is required. A Masters Degree or equivalent 36 credit hours of post baccalaureate course work is preferred.   EXPERIENCE: Seven years of professional experience in education program financial management. Experience at the lead or supervisory level is desirable.  NOTE: Two years of additional experience as defined above may be substituted for the Master’s Degree.    

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of the principles of financial management, grants management, and  supervision; knowledge of financial information reporting systems and the  establishment and implementation of systems used to track resource allocation  and expenditures; knowledge of funding procedures for education programs; skill in scheduling and managing multiple tasks; skill in identifying problems and developing solutions; ability to respond to inquiries with timely, accurate and financially sound information; ability to effectively lead and work as a team member; ability to communicate effectively both orally and in writing.
