Main Purpose of Job

This is a professional contractual position responsible for serving as the Procurement Officer for the Division of Early Childhood Development (ECD) providing technical assistance and leadership in support of the development, implementation, tracking, and awarding of procurements while providing the same support to the Department for grants and contracts.

POSITION DUTIES

Provides technical assistance in developing solicitations and provides technical assistance to MSDE staff; defines the requirement of a proposed procurement and translating Division needs into an appropriate procurement instrument; advises ECD leadership regarding the appropriate methodology for procuring services, equipment and commodities; provides technical assistance to ECD staff to in developing Requests for Proposals (RFPs) and contract documents that comply with State laws and regulations and conducts all procurement activities; interprets policies, regulations and directives affecting administrative aspects of procurement; processes grants and contracts; supervises processing of requisitions and purchase orders; ensures availability of all documents required to evaluate proposals and the selection of a grantee, contractor or vendor; develops and publicizes solicitations and awards of services in the Maryland Register Contract Weekly and eMaryland Marketplace;  implements and maintains a tracking system to ensure the timely renewal of contracts and monitors the awarding of new contracts; prepares all required reports as requested.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

EDUCATION:  A Bachelor’s Degree from an accredited college or university with coursework in Business Administration, Contract Management, Purchasing or closely related field.

EXPERIENCE: Two (2) years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.  

NOTES: Contract management or procurement experience may be substituted on a year for year basis for up to four years of the required education. Graduate education may be substituted at the rate of thirty credit hours for each year for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of principles and practices of public procurement administration; knowledge of state and federal procurement laws, regulations and policies; knowledge of contract and specification writing techniques; skill in data management and related software programs to prepare contracts, specifications, and procurement documents; skill in reviewing procurement contracts for specification and compliance; skill in procurement negotiation; skill in establishing and maintaining effective working relationships with vendors and customers; ability to use FMIS & ADPICS; ability to prepare accurate and complete contract and acquisition documents; ability to conduct pre-bid conferences and explain procurement regulations; ability to communicate effectively with all levels of officials and contractors inside and outside of the organization.
