Grants & Purchase of Care (POC) Supervisor

This is a professional position responsible for supervising, planning and controlling the activities of the Grants and Purchase of Care (POC) Accounts Payable Section ensuring accounts are appropriately posted, authorized and processed in accordance with GAAPS and guidelines established by the Comptroller’s Office and Department of Budget and Management (DBM).


State Salary Grade 18

Annual Salary Range:  $47,495 - $76,220

Main Purpose of Job

Plans, supervises, and controls the activities of the Grants and Purchase of Care Section to ensure that charges to appropriation accounts are properly authorized, accurately recorded, and processed in a timely manner in accordance with generally accepted accounting principles and in compliance with state and federal regulations and practices. Assists in the administration of ADPICS, maintains federal grant reporting security and reconciles federal grants.


Supervises staff in the day-to-day operations of the Grants and POC Accounts Payable Section; reviews work products to ensure technical efficiency and work quality;  ensures encumbrances, expenditures and transactions are processed efficiently within applicable guidelines; maintains security of the federal grant reporting system and reconciles expenditures; prepares and supervises the preparation of periodic expenditure activity reports;  reviews and releases payment transactions to the Statewide Accounting and Reporting System (R*STARS) payment processing module via on-line access; consults with department program financial administrators and Local Education Agency finance officers regarding the processing encumbrance/expenditure transactions.


EDUCATION:  Bachelor’s Degree in Accounting or a Bachelor's Degree with 30 credit hours in Accounting and related courses including or supplemented by 3 credit hours in Auditing.  Possession of a CPA Certificate is desired.

EXPERIENCE: Five years of professional experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles to include three years performing advanced duties in the areas of cost accounting, systems accounting, federal fund accounting or bond and loan accounting.  Familiarity with Maryland’s Financial Management Information System (FMIS) is preferred; supervisory experience is desired.


1.      Applicants may substitute possession of a certificate as a Certified Public Accountant (CPA) or a Master’s Degree in Accounting for one year of the required experience.

2.      Applicants may substitute one year of professional budgeting or auditing experience for one year of the required experience.


Knowledge of GAAPs and application for accounts payable practices; knowledge of governmental accounting standards and document processing; skill in the interpretation of State and federal laws and regulations; skill in using accounting, finance, and spreadsheet software; skill in managing multiple tasks; skill in identifying problems and negotiating solutions; ability to analyze data and make sound decisions; ability to monitor performance and implement improvements; ability to meet established timelines; ability to effectively supervise and lead other professional accounting staff; ability to communicate effectively.


CPA License
