This is a contractual position responsible for providing technical assistance to MSDE staff and child care providers for the interpretation of child care subsidy regulations and procedures necessary for the local departments of social services and the Maryland Child Care Subsidy Payment Processing (MDCCSPP) unit.
Provides technical assistance for the interpretation and analysis of Federal and State regulations and statutes for the Division of Early Childhood Development involving Child Care Subsidy; establishes policies and procedures for the local department of social services to assure compliance with regulations; administers the MDCCSPP program and provides support to local departments; tests the case management, payment reimbursement and administrative aspects of MSDE’s Child Care Automated Tracking System (CCATS) prior to implementation of system modifications and enhancements; develops training materials and provides training and technical assistance for policy and system training for new and experienced Child Care Subsidy staff.
EDUCATION: A Bachelor’s Degree Early Childhood Education, Educational Administration/Supervision or a related field.
EXPERIENCE: Two (2) years of professional administrative, accountability or teaching experience in or affiliated with an education program. Experience in coordinating or administering an education program or service directly related to Child Care Subsidy is preferred.
NOTE: Additional experience as defined above directly related to the position may be substituted for the required Bachelor’s Degree at the rate of one year of experience for one year of education.
Knowledge of Early Learning and Child Care programs; knowledge of Child Care Subsidy regulations and statutes; knowledge of federal and state laws, regulations, policies and issues governing education programs for Early Learning; skill in policy development and interpretation; skill in developing and presenting policy and system training; skill in developing training materials; skill in using and establishing test cases for the CCATS; ability to establish and maintain harmonious working relationships; ability to communicate clearly and effectively both orally and in writing.
