Main Purpose of Job

This is a contractual position serving as an Education Specialist supporting the implementation of the Race to the Top - Early Learning Challenge (RTT-ELC) Grant by coordinating the use of statewide, high quality, Early Learning standards, professional development activites and development programs serving children with disabilities, and providing technical assistance for assessment systems, birth to age six.


Provides technical assistance to local school systems for Early Learning and professional development for the content areas of math, reading, science, social studies, personal and social development, physical education, health and the arts; develops, implements and evaluates processes and products related to the Maryland Model for School Readiness(MMSR) Framework and Early Learning standards in accordance with MD Common Core Curriculum as it relates to inclusive settings for preschool, and Pre-K to grade 2; collaborates with the Division of Special Education/Early Intervention Services staff, statewide early childhood educators and other MSDE staff to provide technical assistance for the development of computer-based assessment accommodations for children age 36-72 months.


EDUCATION: A Master’s Degree or equivalent 36 credit hours of post baccalaureate course work in Education, Educational Administration/Supervision or a related field.  

EXPERIENCE: Four (4) years of professional administrative, accountability or teaching experience in or affiliated with an education program including experience in coordinating or administering an education program.

NOTES: 1. Two years of additional experience as defined above may be substituted for the Master’s Degree. 2. Possession of a Doctorate in a field related to the position may be substituted for one year of the experience requirements. or service directly related to Early Learning and Special Education is preferred.


Knowledge of Early Learning and development programs; knowledge of Maryland Model for School Readiness Framework; knowledge of State and Federal laws and  regulations; knowledge of math, reading, science, and social studies content areas; knowledge of  policies and issues governing education programs for students with disabilities; skill in developing and presenting staff development; ability to support teachers and administrators; skill in coordinating and managing multiple tasks; ability to establish and maintain harmonious working relationships; ability to communicate clearly and effectively both orally and in writing.
