This position is responsible for functioning as the Deputy Chief for the Licensing Branch in the Office of Child Care, Division of Early Childhood Development providing direction and supervision to Regional Managers in the absence of, and at the direction of, the Branch Chief with major responsibility for staff development and training.
Plans, implements, and evaluates all activities related to staff development and training for the Office of Child Care, Licensing Branch; provides direction and supervision to all Regional Managers in executing of the licensing functions within the Regional Offices as directed by and in the absence of the Branch Chief; approves Provider Grant Applications; represents the Licensing Branch on Child Care Administrative Tracking System (CCATS) and Electronic Licensing System (ELIS) projects and coordinates respective User Groups.
EDUCATION: Possession of a Bachelor’s degree from an accredited four-year college or university.
EXPERIENCE: Eight years of experience in a professional capacity working in Early Childhood Education, Child Welfare or in a Child Care program, three years of which must have involved supervision of other employees or exercising responsibility inspecting or evaluating child care facilities. A strong training background utilizing technology is preferred.
1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general exp.
Knowledge of State and federal regulations governing child care facilities; knowledge of procedures and practices which ensures safe and sanitary conditions at child care facilities, child care centers and family child care homes; knowledge of the principles of effective supervision, management, organizational planning, and budgeting; skill in developing and implementing staff development training initiatives and evaluating the same; skill in using technology to develop training modules to train employees; ability to plan, organize and direct the work of others; ability to develop and initiate policies and procedures and to present recommendations clearly and concisely; ability to exercise good judgment and discretion in the interpretation and application of division policies and procedures; ability to establish and maintain effective working relationships with various public and staff and communicate effectively; ability to exercise leadership, initiative and sound judgment in making decisions.
