Main Purpose of Job

These are professional management positions, one serving as Department of Education's Application Development Manager and one serving as the Operations Manager, responsible for specialized work to oversee the development, design, maintenance, operation, and support of the technology requirements and components of Race to the Top (RTTT) systems, and other Maryland State Department of Education (MSDE) systems and objectives.

POSITION DUTIES

Coordinates, directs, and manages application development efforts and day-to-day technology operations to assure provision of technology needed services including programming, database design, and hardware/software management; ensures design specification, procurement policies, network protocols, and data security  requirements are in accordance with applicable laws, rules, regulations, policies and procedures; collaborates with the internal customers and vendors regarding system requirements, compatibility and compliance; supervises assigned information technology staff including database engineers, network engineers, Oracle programmers, and IT support staff; provides technical expertise to staff and ensures continuous feedback on how to improve data systems and services; coordinates collaboration with MSDE staff and outside agencies to ascertain short-long term needs, requirements, plans, strategies, infrastructure, and data relationships;  Implements new solutions, systems, technologies, and system upgrades.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

EDUCATION: A Master’s Degree or 36 post baccalaureate credit hours of coursework from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems, or other information technology-related field. Additional Certifications such as Information Systems Security Professional (CISSP) preferred.

EXPERIENCE: Five year(s) of experience in information technology projects as a leader for deadline driven visible projects with two (2) years of the required experience including direct supervision of other professional employees.  Experience in designing, creating and maintaining systems, policies, procedures and standards, project management, and Oracle experience is desired.  

NOTES: Thirty credit hours from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems, or other information technology-related field may be substituted for the required experience.

SELECTIVE QUALIFICATIONS

Knowledge and experience with the software development life cycle (SDLC); knowledge of assessing and analyzing user requirements, and developing client/server application programs using software development tools and high level or other generally accepted computer programming languages such as C#, VB, JavaScript, SQL; skill using MS Visual Studio, SharePoint Developer, InfoPath,  ASP.NET, MS Framework, Team Foundation Server, and MS SQL Server; skill in managing the design databases, applications, and/or hardware/software infrastructure; skill in developing and maintaining change control practices for software applications and IT projects; skill in managing hardware and software updates and resolving requirement and user concerns;  ability to oversee and assess clearly documented code and to write up concise documentation for requirements, application design, modifications, application maintenance, and user-operations manuals; ability to communicate effectively with staff, managers, and customers.

Conclusion
