This is an executive level position that will be part of the newly reorganized leadership team within the Maryland State Department of Education reporting directly to the Chief Performance Officer and is responsible for the oversight, coordination, and administration of programs and activities within the Division of Student, Family, and School Support that are inclusive of School Innovations, Program Improvement and Family Support, Student Services, Alternative Programs, and Youth Development.
Provides statewide leadership, direction and oversight of Division Programs and activities; administers, manages, and develops budgets for State and federal programs; develops and recommends policies, guidelines, programs and services for the statewide development, implementation, and evaluation of student, family, and school services programs; allocates, manages, and guides resources staff, and projects to ensure Division initiatives and priorities align with strategic plan directions; oversees the administration of grant programs that provide funds to local school systems and organizations that provide services for at-risk students and those students attending high poverty schools; monitors and ensures that expenditures and initiatives comply with State and federal guidelines, laws and regulations; provides policy support and advisement to Deputy Superintendent and State Superintendent of Schools; assists with inter-agency initiatives, priorities, and programs as directed.
EDUCATION: A Master’s Degree or 36 hours of post baccalaureate coursework in Education or Education Administration/Supervision.
EXPERIENCE: Extensive experience in educational supervision and management in the areas of school administration, student services, school improvement, school performance, program assessment, and teacher development.
Knowledge of School Improvement Initiatives; knowledge of Title I and at-risk programs; knowledge of comprehensive school reform trends and practices; knowledge of education grant proposal processes; skill in leading and directing teams with multiple tasks; ability to establish and maintain harmonious working relationships through effective leadership and cross-functional communication, producing numerous quality deliverables and services in a timely fashion; excellent ability to communicate clearly and effectively both orally and in writing; demonstrated experience in consistently providing proactive problem-solving skills to meet the needs of customers while balancing the legal requirements/ obligations as a Division/Agency.
