Main Purpose of Job

This is a professional position responsible for managing the daily operations of the Division of Business Services, which includes the Accounting, Budget, Administrative Services, Financial Reporting and Coordination, and School Facilities Branches as well as the Local Reporting Office and the Pupil Transportation Office.

POSITION DUTIES

Directs and manages the operations of the Division of Business Services; identifies, interprets, implements, and enforces all applicable laws, regulations, and standards of professional practice; ensures that finances are maintained in accordance with preferred practice, and that fiscal concerns are identified and resolved in a timely fashion; facilitates efficient use of resources and staff; serves as the primary liaison between the Division of Business Services, the Assistant State Superintendent for Business Services, and the Deputy Superintendent for Finance and Administration in areas related to internal and external audits, MSDE facilities (including security measures and energy coordination), information technology, and human resources; identifies and evaluates priorities, goals, objectives, and strategies of the Division, ensuring support of the Department’s strategies.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Master’s Degree or 36 post-baccalaureate credit hours of coursework from an accredited college or university in Business Administration, Accounting, or a related area.  CPA desired.

EXPERIENCE: Five years of professional experience managing multiple business operations. Experience designing, developing, implementing and maintaining financial control systems is desirable.  Two (2) years of the required experience must include direct supervision of other professional employees.  

NOTES: Two (2) additional years of experience as defined above may be substituted for the required education.

SELECTIVE QUALIFICATIONS

Knowledge of business administration practice and operations; knowledge of general accounting, budget, and State procurement policies and regulations; skill with managing multiple tasks across varying timelines; skill in time management, organization, and administrative detail; ability to communicate effectively, both verbally and in writing; ability to establish, manage, and use accountability systems.

DESIRED OR PREFERRED QUALIFICATIONS

Certified Public Accountant (CPA) desired
