Main Purpose of Job

This is a professional position responsible for assuring compliance with the provisions requested by the General Assembly to implement State Approved early childhood assessment for Start Strong: Maryland’s Early Childhood Comprehensive Assessment System (EC-CAS), replacing the Maryland Model for School Readiness (MMSR) Kindergarten Assessment in 2014.

POSITION DUTIES

Provides technical assistance to LEAs for planning, implementing, and evaluating activities related to Start Strong: Maryland’s (EC-CAS) for its census administration in the 24 local school systems and in early care and education programs not affiliated with local school systems; apply computer models to analyze the school readiness results of legacy system Maryland Model for School Readiness and Start Strong with Student assessment data for grades 3 to 8 and provide communication strategies to interpret the assessment information for local school systems and early care and education programs; develops training protocols for consultations, classroom teachers, and early care and education providers in the implementation of Start Strong; disseminate school readiness information at national forums and participate in national workgroups associated with the development of kindergarten assessment systems.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: A Master’s Degree or equivalent 36 credit hours of post baccalaureate course work in Education, Educational Administration/Supervision or a related field.  

EXPERIENCE: Four (4) years of professional experience in coordinating or administering an education program or service directly related to Early Learning.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of Early Learning development programs and assessments; knowledge of Maryland Alternative Approved Preparation Program; knowledge of State and Federal laws, policies, issues and regulations governing education programs for Early learning students; skill in developing and presenting staff development; ability to apply computer models to analyze school readiness results; ability to support teachers and administrators; ability to establish and maintain harmonious working relationships; ability to communicate clearly and effectively both orally and in writing.
