Main Purpose of Job
This is a professional position responsible for coordinating, monitoring and accountability of local lead agencies and local school systems to ensure compliance and improve results for infants, toddlers, young children, and youth with disabilities and their families, birth â€“ 21.
Implements the Monitoring for Continuous Improvement and Results (MCIR) activities; provides technical assistance to assigned local school systems and public agencies on the development, review, and or revisions of policies, procedures and practices relative to the implementation of the IDEA and COMAR regulations for infants, toddlers, young children, and youth with disabilities and their families; utilizes the statewide data system for disseminating information and evaluating the effectiveness of services to children and youth with disabilities; participates on assigned differentiated on-site monitoring teams and in activities to determine public agency compliance with the Individuals with Disabilities Education Act (IDEA) and Code of Maryland Regulations (COMAR) as it pertains to children with disabilities, Birth – 21; verifies the collection and accuracy of data in preparation for analysis regarding monitoring findings in the assigned local school systems and public agencies.
MINIMUM EDUCATION OR GENERAL REQUIREMENTS
EDUCATION: A Master’s Degree or equivalent 36 post baccalaureate credit hours of course work in Education, Special Education or a related field. EXPERIENCE: Four (4) years of professional administrative experience in or affiliated with special education or early intervention, experience coordinating or administering programs related to services for individuals with disabilities and their families is preferred.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred: Knowledge of trends, regulations, policies, and issues governing early intervention and special education programs; knowledge of programs that address public and private/non-profit sponsored support services for families that have children with disabilities; skill in maintaining effective working relationships; skill organizing and managing multiple tasks; ability to communicate clearly and effectively both orally and in writing, through the presentation of concise yet comprehensive analyses and reports.
