Introduction

This is a professional management position serving as the Chief of Administrative Services responsible for providing management, leadership, coordination, implementation, and supervision of matters related to procurement, grants and contracts services, risk management, facility management and support services which include central duplicating, telecommunications, leases, parking, central stores, and vehicle fleet management.

$55,630-$ 81,275 (Progressing to $89,230 * State Salary guidelines apply for current State employees.0

Main Purpose of Job

Serves as Chief of the Administrative Services Branch, provides management and leadership skill to conduct administrative coordination, developmental, implementation, and supervisory functions of the Branch matters related to MSDE facility management and support services, which include central duplicating, telecommunications, leases, parking, central stores, vehicle fleet management and procurement, grants and contracts services; risk management.

POSITION DUTIES

Coordinates, directs, and administers operations of the Procurement, Grants and Contracts; provides guidance, assistance, and consistent interpretation of laws, policies, regulations and directives affecting administrative aspects; maintains an efficient, effective, and economical system; maintains liaison with regulatory agencies regarding all administrative aspects; processes grants and contracts; supervises processing of purchase orders; assures availability of all documents required in the evaluation of all proposals received and the selection of grantee, contractor, or vendor; devises and reviews all contract forms and agreements, recommends changes, and obtains final approvals for award; manages administrative support services; directs and coordinates building telecommunications, mail services, central duplication, copier services, vehicle fleet management, and central stores; manages corporate purchasing credit card operations.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

EDUCATION:  A Bachelor’s Degree from an accredited college or university in Business Administration, Finance, Accounting, or a related area.  Master’s Degree is a plus.

EXPERIENCE:  Three (3) years of professional experience with coordinating procurement, contract administration, and/or related administrative services.  Management and/or supervisory experience desired.

Note: Experience directly related to the position may be substituted for the Bachelor’s Degree on a year for year basis up to four (4) years.

SELECTIVE QUALIFICATIONS

Knowledge of procurement, grant, and contract administration; knowledge of operations and finance management; skill in the interpretation of policies and State and Federal Statute and regulations; skill in using spreadsheet software; skill in scheduling and managing multiple tasks; skill in identifying problems and negotiating solutions; ability to analyze data and make sound decisions; ability to supervise staff, manage projects and services, monitor performance, and implement improvements; ability to effectively lead and work as a team member; ability to communicate effectively both orally and in writing.

LIMITATIONS ON SELECTION
