Race to the Top, Early Learning Challenge Grant Specialist

Main Purpose of Job

This is a contractual position responsible for developing, implementing and managing a uniform invoice verification process to provide financial oversight for all grants and contracts for the Division of Early Childhood Development’s Race to the Top Early Learning Challenge Grant as well as providing technical assistance for monitoring the financial and logistical aspect of financial procedures impacting grants and contracts for the division as a whole.


Develops, implements, and provides fiscal management for federal dollars awarded under the Race to the Top Early Learning Challenge (RTT-ELC) Grant which are issued as grants and contracts by the Division of Early Childhood Development; maintains and monitors timely processing of invoices, including periodic tracking of balances on requisitions and grants; independently provides timely, accurate and substantive assistance to DECD in terms of providing logistical support; develops and implements office procedures and processes for overall effective operations; acts as an intermediary between division and procurement for all solicitation for services regarding the RTT-ELC projects as well as maintains accurate financial records for headquarter, aid accounts, schedules and federal accounts; provides direct, specialized technical assistance to local school systems, head start agencies and the child care community financial officers, agency heads and other division employees.


EDUCATION:  Bachelor’s Degree from an accredited college or university in Business, Finance, Accounting or a related area.

EXPERIENCE:  Three (3) years of professional experience in grant evaluation and monitoring or budget preparation, development, presentation and execution.


1.Applicants may substitute graduate education in business, accounting, economics, finance, political science or public administration at a rate of 30 credit hours for each year of experience.

2.  Applicants may substitute additional experience on a year for year basis for the required education.


Knowledge of the principles, procedures, and practices of grants administration and financial appropriations; knowledge of financial practices and budget analysis for education programs; skill in using fiscal software packages and presenting accurate and concise reports; skill in managing multiple tasks; skill interpreting policies, procedures, laws and regulations; ability to establish and maintain harmonious working relationship; ability to communicate clearly and effectively both orally and in writing.
