Main Purpose of Job

The Director of the Office of Primary Care Access (OPCA) focuses on policy, planning, and service delivery efforts within the Health Systems and Infrastructure Administration (HSIA). Specifically, the incumbent identifies, analyzes and interprets health status indicators and other health-related data; oversees the development and dissemination of data on medically underserved areas in the State; and provides technical assistance to DHMH programs and community groups and organizations in efforts to increase the availability of health services. The position provides overall programmatic direction to three main programs within the Office: the Primary Care Office, Workforce Development and State Office of Rural Health. The Director is responsible for the management of both state general funds and federal funds. The Director is responsible for the overall coordination of efforts aimed at workforce retention and recruitment to underserved areas in the State. The activities of the Office are of high-priority to both the DHMH Deputy Secretary for Public Health Services and the Secretary. The Director is responsible for advancing the priorities of DHMH as they relate to health profession workforce issues, federal workforce shortage areas, and rural health priorities.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Qualified candidates must possess a Master degree in public health, business administration, organizational leadership or related field from an accredited college or university and five years, including three years at a supervisory or management level, of progressively responsible experience in public health management, quality/performance improvement, or strategic planning within a government, non-profit, clinical, or education environment, as well as experience working across multiple departments, agencies and organizations.  A Doctorate will substitute for two years of the general experience.
