Main Purpose of Job
Plans and coordinates fiscal services for Howard County Department of Social Services in accordance with applicable laws, rules, regulations and policies and prescribed Departmental (DHR) procedures; Formulates and implements fiscal policies and procedures to meet departmental, State, federal and other funding source laws and requirements; Oversees the preparation of the operating budget; Oversees the compilation of supporting fiscal and statistical data for presentation of the budget to departmental budget specialists and other funding sources; Monitors expenditures, prepares periodic and special budget projections and recommends adjustments in budget appropriations to meet operational necessities; Modifies and implements manual and automated systems in accordance with generally accepted accounting principles and departmental and control agency guidelines; Oversees all accounting operations; Reviews, approves and analyzes periodic and special reports to meet departmental and funding source requirements and to keep management advised of the fiscal status of the agency; Oversees the annual fiscal year end closeout in accordance with generally accepted accounting principles; Provides information to auditors reviewing the fiscal services unit of the local department and develops and implements corrective action plans resulting from audit exceptions.
MINIMUM EDUCATION OR GENERAL REQUIREMENTS
Education: A Bachelor's degree in Accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing. Transcript(s) to verify coursework must be submitted with the application.
Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.
Notes:
1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
2. Possession of a certificate as a Certified Public Accountant or a Master’s degree in accounting from an accredited college or university may be substituted for one year of the required experience.
3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
