Main Purpose of Job

This senior level administrative position is responsible for coordinating the Behavioral Health Administration's (BHA) Tobacco Prevention, Cessation and Compliance Initiatives. This position provides oversight for all activities associated with the implementation and monitoring of the Synar Tobacco Compliance Project.  Compliance with Synar is a federal requirement for receipt of Substance Abuse Prevention and Treatment (SAPT) Block Grant Funds.  This position serves as the Administration's primary liaison with the federal Center for Substance Abuse Prevention, DHMH-PHPA Office for Tobacco Prevention and Control and works cooperatively with other State and local agencies and organizations to develop and implement effective policies, procedures and programming that addresses tobacco use prevention, cessation and enforcement statewide.  This position assists in the development of legislation and appropriate data collection resources.  It also assists with contract monitoring and serves as the content expert in the drafting of requests for proposals and/or memorandums of agreement for Tobacco related initiatives.  This position also develops proposed budgetary and fiscal monitoring processes.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three of which must have been in professional work related to treatment and services to persons with alcohol or other substance addiction, and three of which must have been at the managerial or supervisory level.

Notes:

1. Applicants may substitute a master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.

2. A bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desirable candidate will have experience drafting requests for proposals and implementing programs that address tobacco prevention, reduction and control for diverse populations; experience in developing agency tobacco prevention and cessation policies and practices; and experience developing and maintaining collaborative partnerships within public health and somatic care environments.
