Main Purpose of Job

This position oversees all aspects of the Hazardous Materials Emergency Preparedness (HMEP), while serving as the fiscal expert of the Grants Division. This position is critical to MEMA's mission as it manages the fiscal processes of the Grants Division including the Grants Dashboard, reconciliations with the Finance Division, and internal grants financial reporting. Management of the HMEP grant is also critical as it is a unique yearly competitive grant; the only one that comes from the USDOT and addresses hazardous materials preparedness at MEMA. This position will be required to staff the State Emergency Operations Center during activations, a 24/7 emergency personnel role unique to a Grants Manager.

POSITION DUTIES

 

This position will develop application review process for yearly awards pursuant to the Department of Transportation standards.  Collect data and report quarterly to USDOT.  Monitor spending on the budget level, while assessing spending appropriateness within USDOT guidelines and State regulations.  Conduct site visits and inspections of grant spending.  Assist and manage individuals responsible for executing projects with all grant and financial guidelines as needed.  Assist local jurisdictions manage and execute their portion of the grant.  Act as a liaison for local needs with MEMA and Governor’s Office decision makers by identifying needs and gaps.

Incumbent will develop, maintain, and execute reconciliation procedures.  Maintain and update grants dashboard.  Perform other analysis and process improvements as directed by Division Manager.  Produce weekly financial and reconciliation reports.  Input invoices into the grants management system.  Verify accuracy of other grant manager budgets and financial records.  Assist other grant managers, Finance with grant specific financial issues.

Incumbent will perform staff fiscal training across all grants with Division Manager.  This includes financial reconciliations, grants budget development, financial responsibilities, and State regulations.

Must report to duty when called for activations that are 24/7 in nature.  This occurs during emergencies including weather events that have varied durations. 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:  Possession of a Bachelor's degree from an accredited four-year college or university.

Experience:  Three years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.

Notes:

1. Applicants may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for each year of the required experience.

2. Applicants may substitute additional experience as defined above on a year-for-year basis for the required education.

3.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classification or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education and experience

DESIRED OR PREFERRED QUALIFICATIONS

Bachelor's degree from an accredited four-year university in Accounting, Finance, Economics or a related field.

One year or more experience in managing fiscal data, data entry financial analysis or a related field.
