Main Purpose of Job

The main purpose of this position is to supervise three staff within the Money Follows the Person (MFP) Division and direct policy development related to affordable and accessible housing for MFP participants and other individuals that receive long-term services and supports. This will include: planning, directing, reviewing, supervising and evaluating the daily work of the three specialists.

This position will formalize policies and procedures for the specialists; review and develop policies and training materials related to the provision of housing assistance and development of housing opportunities for MFP participants; review new and existing policies and apply knowledge to ensure compliance with Federal requirements; respond to inquiries and complaints; and, provide direct training and support on the development of housing opportunities to support planning agencies and partners such as staff of Maryland Access Point sites, public housing authorities, and other stakeholders.

This position will act as a liaison with the Local Health Departments, Plan of Service Unit, the Community Options Administrative Division, and the Division of Quality Compliance and Review regarding issues related to policies and regulations for the program to ensure that the eligibility timeframes are met so that the program can meet MFP transition benchmarks as required by federal grant requirements.  This position will provide training and technical assistance to support planners and perform other duties as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:  A Bachelor’s degree from an accredited college or university.

Experience:  Four years of administrative or professional experience developing or applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs. One year of this experience must have been in a medical assistance program.

1. Additional administrative or professional experience developing or applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs or in a health or human service program may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Operational Analyst classifications or Health Services Management specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate will have experience with health or housing policy.  Strong written and verbal communication skills to respond to complex sensitive issues associated with individuals with disabilities or older adults is also desired.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
