Main Purpose of Job

This position provides supervision and managerial oversight, and coordinates all functions related to preparation and presentation of various agencies annual operating budgets, and monitors the execution of those budgets. The incumbent of this position prepares and reviews budget amendments, status of funds, federal grant requests and regulations affecting the Administrations, and various other projects and studies assigned to the Department of Human Resources (DHR), Budget Management Division.

POSITION DUTIES

Prepares written instructions for Local Departments and central Programs to follow in preparing, submitting, and negotiating budget requests; reviews and directs Analyst(s) in reviewing, adjusting, reporting, and negotiating the budget request with requesters and Department of Legislative Services (DLS); prepares, reviews, and directs preparation and presentation of budget data to DHR management, Department of Budget Management (DBM) and DLS; reviews and recommends changes to Legislative packages presented at Budget Hearings; assigns, reviews, and directs preparation and submission of fiscal and economic impact analyses on legislative bills and proposals; reviews and adjusts funding CAPs; attends budget negotiation and program Executive staff meetings; assigns, and reviews requests for additional funds as well as identification of funding sources; ensures that budget requests and fiscal operations conform to applicable federal and State law and regulation; and consults with DBM budget analyst regarding general and specific budget issues and problems, budget amendments and other matters of fiscal management.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor’s degree from an accredited college or university.

Experience: Five years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.

2. Candidates may substitute additional experience as defined above on a year for year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education and experience.
