The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing of affordable housing and revitalizing communities.  This is an opportunity to join this nationally-recognized, award-winning organization and apply your skills to this high public purpose and challenging area.  Annually, DHCD finances approximately 2,700 units of multifamily rental housing in 40 properties, amounting to $350 million in construction and permanent financing.  Funding comes from a variety of sources, including state-appropriated funds, taxable and tax-exempt revenue bonds, federal low income housing tax credits, federal HOME funds and other federal funds.  Additionally, DHCD administers rental assistance programs and innovative initiatives designed to expand affordable housing opportunities for persons with disabilities, increase the energy efficiency and sustainability of affordable multifamily developments, and preserve rental housing.

LOCATION OF POSITION

Lanham, MD

DHCD Headquarters is located at the New Carrollton transit stop location in Prince George’s County.

POSITION DUTIES

DHCD has an immediate full-time opening for a Construction Finance Manager.  This position is a highly skilled and experienced financial professional responsible for the financial management of a multifamily loan from initial closing to final closing. This includes, for each assigned loan, the review and approval of all draw requisitions, cost certifications, and the final determination of mortgage proceeds.  It also includes review and comments on financial statements and preliminary capital budgets.  This position oversees the disbursement of loan funds to ensure compliance with the terms of the loan documents and commitment.  Required skills include a thorough knowledge of generally accepted accounting principles, real estate development, financial analysis and the ability to work in a team setting.  This individual must also have the managerial experience to successfully supervise support staff and have some understanding of tax law and its impact on loan financing.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Minimum and Selective Qualifications are REQUIRED.  Please read carefully.

Education: A bachelor’s degree from an accredited college or university.

Experience: Five years of administrative or professional experience in financing and providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

Notes:

1. Additional administrative or professional experience as defined above may be substituted on a year-for-year basis for the required education.

2. Additional job-related education may be substituted for up to two years of the required experience at a rate of thirty credit hours for each year of experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

2 years of experience working with MS Excel performing functions such as below:

  • Create a new project ledger for each line closed
  • Construction cost analysis
  • Variance analysis to compare actual cost with budgeted cost
  • Daily report to track work process from closing through draws
  • Multiple worksheets to determine cost certification reviews
  • Successful applicant needs to be able to think analytically and quantitatively, use excel as a tool, decode and problem solve, and modify existing spreadsheets to access information
  • Fluency with excel for bookkeeping/finance projects

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
