Main Purpose of Job

This position functions within the Division of Rehabilitation Services (DORS) Personnel Office and is responsible for independently administering processes and procedures necessary for recruitment activities. It provides advice to DORS Senior Management for the recruitment and selection of special appointments and non-special appointments. This position will also function as a lead worker responsible for assigning and reviewing all timekeeping transactions to lower level Associates to ensure that they are in compliance with the rules and regulations in the Personnel and Pensions Articles and the Code of Maryland Regulations (COMAR).

POSITION DUTIES

Acts as a lead worker in the Timekeeping Unit by assigning and reviewing the work of other Personnel Associates to ensure compliance with COMAR and the Personnel and Pension Articles.  Interprets and applies the Department of Budget and Management's classification and Salary Guidelines as it relates to promotions, demotions, and salaries upon initial appointments, reinstatements and reclassifications.  Prepares the necessary paperwork on new hires, transfers, reinstatements and reclassifications.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of general clerical or administrative support experience at least one year of which must have been paraprofessional personnel experience involving the application of public sector procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Note:

One additional year of paraprofessional personnel experience as defined above may be substituted for one year of general clerical or administrative support experience.

1. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of State of Maryland personnel system laws, rules, policies and salary guidelines and experience with transaction systems such as the State wide Personnel System and JobAps is preferred. 

Knowledge of timekeeping and general payroll procedures is desired.

LIMITATIONS ON SELECTION

Limited to current Maryland State Department of Education employees.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
