Main Purpose of Job
The Maryland Emergency Management Agency (MEMA) is the agency of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery, helping to ensure that all Marylanders are prepared, making Maryland more resilient. This position reports to the manager of the Adaptive Plans Branch within the Preparedness Directorate, and has responsibility as an all-hazards operational/contingency planner for Prevention/Protection, Mitigation, Response, and Recovery Mission Area programs within the Maryland Emergency Preparedness Program. The position supports the other directorates and is critical to the public safety mission of the Agency. This position operates within an on-call rotating schedule to attend to all emergencies on a statewide 24/7 basis. The position acts as a member of the Agency's leadership group, attends to Duty Officer roles and responsibilities, and operates in the State Emergency Operations Center during activations.
POSITION DUTIES
Staff the State Emergency Operations Center (SEOC), including in a leadership/command role, upon activation for real-world events/incidents and exercises. Attend trainings and exercises and retain competencies to be appropriately prepared for SEOC staffing needs.
Act as an all-hazards operational and contingency planner for the Prevention/Protection, Mitigation, Response, and Recovery Mission Area programs within the Maryland Emergency Preparedness Program (MEPP).
Support Maryland’s strategic goals and objectives for homeland security. Seek opportunities and funding sources to participate in, or champion, initiatives related to all phases of the emergency cycle.
Support and participate in Preparedness Directorate and overall Agency initiatives and programs, as assigned by the Preparedness Director and/or Executive Director. Support the MEMA Operations and Administration Directorates, as needed.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Education: Possession of a Bachelor’s degree from an accredited college or university in Planning.
Experience: Three years of experience in planning.

Candidates may substitute a Bachelor’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Regional Science, or Urban Affairs and one additional year of experience in planning for the required education.
2. Candidates may substitute a Master’s degree from an accredited college or university in Planning for two years of the required experience.
3. Candidates may substitute a Master’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs and one additional year in planning for the required degree in Planning.
4. Candidates may substitute an additional Master’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs for one year of the required experience.
5. Candidates may substitute a Ph.D. from an accredited college or university in Planning, Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Regional Science, or Urban Affairs for one year of the required experience.
6. Candidates may substitute a Ph.D. from an accredited college or university in Planning for the required education and two years of the required experience.
7. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Urban Planning, Architect classifications or Logistics, Urban Planning, Architect specialty codes in the Architect field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Bachelor's degree from an accredited four year university in Emergency Management or a related field.
