Main Purpose of Job

The main purpose of this position is to provide administrative support for the Sediment, Stormwater, and Dam Safety Program (SSDSP) in the Water Management Administration. This position serves as the initial contact for public inquiries to the Program; provides administrative and secretarial support to the Program Manager, the Water Management Administration Director, and all SSDSP staff; and manages several of the Program's databases.

POSITION DUTIES

The following duties are examples of assignments performed by the incumbent in the classification.  It is not a total comprehensive list of duties, nor is it restrictive regarding job assignments:

  • Types, proofreads, and tracks ongoing correspondence and reports and in-house memoranda from rough drafts prepared for signature by the Program Manager, Deputy Program Manager, Division Chiefs, and SSDSP staff as well as the Administration Director and the Department Secretary.
  • Screen phone calls using basic technical understanding and a through operational knowledge to direct inquires to the appropriate SSDSP staff. 
  • Refers inquiries from citizens, organizations and government agencies outside the Department, and Administration and Programs within the Department to the appropriate SSDSP Division staff or Department Administration
  • Retrieves, receives, opens, stamps, distributes, and tracks incoming mail, referral correspondence from the Director's office, packages, and other material for the Division and Program.  Prepares and distributes outgoing mail.
  • Manages the administrative functions of the Responsible Personnel Certification, training classes for erosion and sediment control.
  • Fields phone and electronic inquires for  information regarding all of SSDSP's operations including erosion and sediment control and stormwater management laws, regulations, and design manuals; research publications; fact sheets; and guidance documents.  Distributes requested information to State and federal agency applicants, local and federal government officials, and the general public.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years performing secretarial or clerical work involving typing duties.

Notes:

1. Additional secretarial or clerical experience may be substituted on a year-for-year basis for the required education.

 2. Thirty credit hours with a major in secretarial science or office technology from an accredited college may be substituted at the rate of thirty credits for one year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration classifications or Administrative, Clerical, or Office Services specialty codes in the administrative support field of work on a year-for-year basis for the required experience.  

SELECTIVE QUALIFICATIONS

One year of the required experience must include extensive telephone customer service and entering or retrieving data from a data management system.  One year must also include reviewing, editing, typing, and formatting correspondence, reports and other written documents.

SPECIAL REQUIREMENTS

Demonstrated ability to accurately type on a typewriter or keyboard on a personal computer, computer terminal or work processor at a minimum of forty words per minute may be required, depending on the specific requirements of the position.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered. It is imperative that you give complete information on your application. Please note that you will be required by the appointing agency to provide proof upon hire for all certifications, licenses, education and work experiences. For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

EXAMINATION PROCESS

The examination will consist of a rating of your training and experience as they relate to the needs of the position. Candidates will be placed on the employment list categorized as BEST QUALIFIED, BETTER QUALIFIED AND QUALIFIED and remain eligible for consideration for at least one year from the date of the examination.

This list will be used by the hiring agency to select employees. You must possess the minimum qualifications before you may be selected for a State position. Verification will be completed by the Appointing Authority.

If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process.

Permanent State employees may also complete necessary experience based on the number of hours worked per week. You must include on your application the time in such activity.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
