Introduction

Carroll County Board of Elections has an 80% part-time position available in the Carroll County local office to be filled at 32 hours per week and 64 hours biweekly.

This is a position specific recruitment for the Carroll County Board of Elections ONLY. This recruitment will be used to fill current and future vacancies for this position/function only. The resulting eligible list will be maintained for one year. Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

An Election Data Application Specialist II is the full performance level of specialized data processing work in a local election office. Employees produce and verify data output. Employees in this classification do not supervise but may provide advice and guidance to Election Data Application Specialist Is and other support staff. Employees receive general supervision from an Election Deputy Director, Director or other designated administrative staff. The work may require travel to attend meetings or to perform other assignments such as voter registration. Employees may be required to work evenings and weekends, particularly prior to and following an election.

POSITION DUTIES

This position will verify voter registration, through the complete process of checking for duplications through the state data base intra-net, entering data, and proofreading reports. Incumbent will be responsible for ensuring new registrants are HAVA compliant, and meet the qualifications of COMAR.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience in the operation of data entry devices.

Notes:

1. Specialized, documented training in data processing may substitute for six months of the required experience.

2. General clerical experience may substitute on a year-for-year basis for the required education. General clerical experience is defined as work performing a variety of clerical duties which are clear-cut and typically found in office settings, such as filing, copying, posting data and directing telephone calls.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Computer Clerk and Assistant classifications or Computer Clerk and Assistant specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, Section 2-207(d).

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).

SELECTION PROCESS

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.

You must possess the minimum (and selective, if applicable) qualifications to be considered for this position. If you are scheduled to complete an educational or licensing requirement within six months of the assessment, you may participate in the examination process. Permanent Maryland State employees may also complete necessary experience requirements within six months of the date of the assessment. However, such candidates will appear in pending status on the eligible list until documentation has been received that the educational and/or experience requirements have been met. Credit may be given for relevant part-time, temporary, or volunteer experience, if you list the number of hours worked per week.

EXAMINATION PROCESS

The examination will consist of a rating of your education and experience relating to the requirements of the position. You may be required to complete a qualification supplement, or a rating may be based on your applpication. Therefore, it is important that you provide complete, detailed and accurate information on your application. Report all experience and education that is related to the position.
