This is a Position Specific Recruitment for the Social Services Administration.  You must possess one year of experience providing social work services in a child welfare agency setting and meet the Minimum Education and Experience requirements to be approved for this recruitment.

Main Purpose of Job

The staff of the Social Services Administration, Quality Assurance Unit is responsible for implementing the State's Child Welfare Continuous Quality Improvement (CQI) process for the 24 Local Departments of Social Services (LDSS). These duties are performed to ensure that Local Department's provide effective services to children and families which result in positive outcomes such as child safety, well-being, and permanency. The Quality Assurance Analyst conducts program evaluation of the Local Department's child welfare programs, including: analyzing performance and outcome data; conducing case reviews; interviewing children, families, and community stakeholders; and providing consultation on strategies to improve child welfare practice, performance, and outcomes. The incumbent in this position also provides consultation and technical assistance to LDSS's on child welfare practice and conducts analysis of data from the Maryland Children Electronic Social Service Information Exchange (MD CHESSIE), State Stat and other data sources. Occasional consultation on Quality Assurance/CQI is provided to the Office of Adult Services; overnight travel is required up to 40% to the 24 Local Departments of Social Services; and ability to drive a State or personal vehicle is also required.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A bachelor’s degree from an accredited college or university.

Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.
