Main Purpose of Job

This position works within the Social Services Administration (SSA) Central Services Unit performing a wide variety of administrative tasks to provide support, consultation, and technical assistance to SSA's staff in the delivery of Child, Family, and Adult Services Programs. Develops, interprets, and implements policies, rules, and regulations regarding administrative operations associated with providing Child, Family and Adult Services statewide. This position also coordinates the legislative and regulation process; assists in developing or approving plans, policies, and procedures for direct service programs; assists in the preparation of reports, State plans, grant applications, studies, and proposals; coordinates agency responses to inquiries and surveys; and participates in the preparation and justification of SSA's budget. The incumbent in this position assists in the preparation, tracking, and inventory of forms and publications used by the Local Department of Social Services; prepares, reviews, and processes SSA's personnel transactions and organizational charts; analyzes available data to track service positions at both the local and central level; manages and coordinates SSA's performance appraisal process; tracks and reports SSA's vacancies and assists in the recruitment efforts; reviews requests for the issuance of continuing education certificates for training provided and maintains documentation to justify their issuance; represents the agency at committee meetings and workgroups related to administrative issues; and provides support and assistance to the Manager of SSA's Budget and Central Services Unit.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

1. Experience in public human services specifically Child Welfare and/or Adult Services programs.
2. Knowledge of the principles, practices, and procedures of public administration including public management methods and theories.
3. Experience in governmental budgeting, accounting and policy implementation.
4. Experience in public administration with knowledge and expertise of administrative processes such as: monitoring of expenditures, public personnel recruitment and transaction processing, forms development and production, inventory management, audit resolution, procurement processing and management, legislative liaison, grant writing, and State plan development.
5. Advanced Excel skills (to create and maintain spreadsheets); MS-Word, and PowerPoint.
6. Excellent problem solving and writing skills in order to develop reports and correspondence for agency management.
7. Experience in developing and maintaining forms and publications for governmental programs.
