Introduction

Human Service Specialist V, Health Care Reform Regional Supervisor: This recruitment will be used to fill two vacancies for the Family Investment Administration.

Main Purpose of Job

The Health Care Reform Regional Supervisor is a highly skilled position within the Family Investment Administration’s Office of Operations with responsibility for supervising (in conjunction with a Site Supervisor in the LDSS) up to 40 Case Managers who are out-stationed in the Local Departments of Social Services (LDSS). This position is critical to the success of Health Care Reform (HCR) in Maryland. The HCR Regional Supervisor reports to the Director of Local Operations in the Family Investment Administration’s Office of Operations.

This position develops automated tools for assigning specific work to the Case Managers as well as other health care reform staff in the LDSS, for measuring work completed within the LDSS, for projecting work to be completed by individual LDSS offices. The position also develops and delivers written data analysis and automated technical assistance on automated tools for the LDSS district offices when needed. The incumbent must be able to deliver clear and concise presentations to high-level executive leaders within and outside of DHR.

Travel throughout the state and overnight stays are possible.

POSITION DUTIES

Devises, develops and maintains appropriate automated tools and administrative controls, using raw systems query data, in order to ensure that the HCR Specialists, DHR and LDSS staff statewide are performing required tasks in a timely manner within the Health Benefit Exchange (HBX); calculates and assigns statewide work volumes to the HRC Specialists; calculates and specifies statewide HCR work volume for LDSS in general; develops and maintains data reports for the performance indicators related to the work assigned and completed; and, uses working knowledge of Medical Assistance, Food Supplement Program, Temporary Cash Assistance and Temporary Disability Assistance Program policy and local office operations.   

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

PLEASE NOTE: In addition to the minimum education and experience requirements, applicants must also possess the Selective Qualification (One year experience constructing tools that calculate, project, capture information and interpreting, analyzing and summarizing data charts and tables) and Limitation on Selection (limited to current State of Maryland employees only) listed in separate sections below in this announcement in order to be approved for this recruitment.

EDUCATION: A bachelor’s degree from an accredited college or university.

EXPERIENCE: Four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration
of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education

SELECTIVE QUALIFICATIONS

Candidate must possess one year experience in: 

Constructing tools that calculate, project, capture information

                                                  AND

Interpreting, analyzing and summarizing data charts and tables.

DESIRED OR PREFERRED QUALIFICATIONS

Supervisory experience; Current/previous Family Investment Specialist Supervisors; demonstrated facility with Microsoft Excel, Microsoft Access and Structure Query Language (SQL), understanding of Maryland’s Health Benefit Exchange system and FileNet; and, experience with and understanding of CARES and Maryland Medicaid Information System (MMIS), Enterprise Content Management Solution (ECMS), State Verification Exchange System (SVES) and Systematic Alien Verification Exchange System (SAVE).

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

You must possess the minimum education and experience qualifications, the selective qualifications and the limitatation on selection to be considered for this position.

If you are scheduled to complete an educational or licensing requirement within six months of the assessment, you may participate in the application process. Permanent Maryland State employees may also complete necessary experience requirements within six months of the date of the assessment. However, such candidates will appear in pending status on the eligible list until documentation has been received that the educational and/or experience requirements have been met.

Credit may be given for relevant part-time, temporary, or volunteer experience, if you list the number of hours worked per week.

For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.
