Main Purpose of Job

This is a professional position serving as the technical expert responsible for the Credentialing Program, review and evaluation of child care provider credentialing applications and providing technical assistance and guidance to credentialing data entry contractors.

POSITION DUTIES

Provides technical assistance to the credentialing data entry processors, reviews and evaluates new and renewal applications submitted by child care providers; recommends approval or denial of applications in accordance with COMAR (Code of Maryland Regulations); coordinates credential applications needing associated party records through correspondence with the providers and Licensing Regional Manager; evaluates multi party identifications to determine the correct id; reviews accreditation Support and CCCPDF (Child Care Career and Professional Development Fund) applications in accordance with regulations, policy and procedures; provides consultation and information to child care providers and the public, either in person or through correspondence to ensure compliance with regulations and policies and to promote quality child care.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education. 2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience. 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of principles, theories, and practices relating to child care workforce professional development and workforce career pathway; knowledge of child care initiatives; knowledge of child care credentialing, licensing regulations and federal compliance concerning COMAR and CCCPDF; skill in the review and analysis of credentialing financial documents, skill in using  Microsoft Office and Google; skill in the preparation of clear, accurate and detailed reports;  ability to establish and maintain professional working relationships; ability to effectively organize and manage work assignments and satisfy deadlines; ability to communicate effectively both orally and in writing.
