Main Purpose of Job

This position serves as the point of contact between the volunteer agency managers at the resettlement center and the Department of Human Resources (DHR), Maryland Office for Refugees and Asylees (MORA) and vendors such as the landlord of the resettlement center, employment services subcontractors and English as a Second Language (ESL) subcontractor. The incumbent in this position supervises the MORA Administrative Assistant; reviews participants case record and volunteer agency deliverables; ensures compliance with departmental policies, directives and objectives; facilitates dialogue between MORA and the vendors; oversees operational issues including, but not limited to facilities, maintenance, space allocation plans, and policy and procedure development; creates and implements contract monitoring; reviews and updates performance measures reports; prepares ad hoc reports and evaluations of operations; makes recommendations for payment and reviews all vendor invoices; resolves client complaints; conducts quality assurance reviews and provides feedback; ensures appropriate IT equipment and connectivity; and provides guidance and necessary training. The tasks performed by this position requires written and verbal reporting using both commonly available office software and proprietary information systems as well as an expert knowledge of the Federal and State refugee/asylee program policies, budget process, contract management, Temporary Assistance to Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP) also known as the Food Supplement Program or Food Stamps, Medical Assistance, and other Family Investment assistance programs.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Experience with services provided to immigrant clients.
Knowledge of the Department of Social Services programs/operations.
Knowledge of Family Investment Programs.
Knowledge of Family Investment Administration's computer information systems.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
