Main Purpose of Job
The main purpose of this position is to provide secretarial, administrative, program audit, and other services as required within the Office of Core Service Agency Liaison. These services are required to fulfill responsibilities associated with annual monitoring and related duties for the nineteen Local Mental Health authorities commonly referred to as Core Services Agencies (CSAs). The monitoring is to assure compliance with the annual Memorandum of Understanding (MOU) between Behavioral Health Administration (BHA) and the CSA. In total, $70 million in contracts are distributed to CSA's through the MOU. The funds are comprised of State general fund, federal block grant, and other federal funds, necessitating extensive review and auditing responsibilities.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Education: Completion of 60 credit hours at an accredited college or university.
Experience: Two years of experience in administrative or professional work.
Notes:
1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.
2. Candidates may substitute a bachelor’s degree from an accredited college or university for the required education and experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
The successful applicant should have at least one year of professional experience in the specific area of program compliance, i.e., reviewing documentation and reports to ensure that a program is operating in compliance with established guidelines, rules or regulations. Applicants should also be proficient in Microsoft Word and Excel. This software is used to develop summary reports on quarterly monitoring exercises.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
