Main Purpose of Job

This position serves as the Health Educator for the Cigarette Restitution Fund Programs Unit within the Center for Surveillance and Cancer Control in DHMH. This position is responsible for coordinating health education planning and activities for the Cancer Prevention, Education, Screening, and Treatment (CPEST) program. This position identifies opportunities for providing multiple and congruent health education messages to target populations in order to influence health-related behaviors, develops or locates appropriate material, and implements and evaluates the educational component of the CPEST program. This position provides technical assistance for state and local CPEST program staff, identifies need for and provides in-service training for outreach and professional staff, and serves as the program education liaison with federal, state, and local public and private health promotion entities. This person also functions as the technical liaison/contract monitor on all programmatic aspects to several assigned Local Health Departments regarding cancer prevention, education, screening and treatment in their jurisdictions and the implementation of their grant award programs.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: Possession of a Bachelor’s degree from an accredited college or university in Public Health Education, Community Health Education or Health Science.

Experience: Two years of experience planning, developing, implementing and promoting health education projects.

Notes:

1. Possession of a Bachelor’s degree from an accredited college or university with a minimum of 18 credit hours in Public Health Education, Community Health Education, Health Science or related behavioral science and three years of experience planning, developing, implementing and promoting health education projects may be substituted for the required education and experience.

2. A Master’s degree in Public Health, Community Health Education, or Health Science may be substituted for the required education and one year of the required experience.

3. A Doctorate in Public Health, Community Health Education, Health Science or Public Health Policy may be substituted for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

· Be a certified Community Health Education Specialist.
· Demonstrate the ability to use Microsoft Office including but not limited to PowerPoint, Excel, Adobe, and Publisher.
· Have thorough knowledge of health education and outreach methods.
· Have ability to use culturally and developmentally appropriate tools and programs.
· Be able to plan and creatively allocate resources.
· Evaluate and modify activities based on evaluation.
· Have skill in relating to the lay community and colleagues.
· Have excellent written and oral communication skills.
· Have experience as a liaison with federal, state and local public and  private health promotion entities.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
