LOCATION OF POSITION

Main Purpose of Job

The Department of Natural Resources (DNR), Office of the Secretary, is currently accepting applications for an Administrative Officer III.  The selected candidate will serve as the Legislative Coordinator working in close contact with the Legislative Director in the Office of the Secretary. The incumbent will use independent judgment on a regular basis to analyze and revise legislative documentation for all Department of Natural Resources (DNR) units. The selected candidate will also serve as the administrative assistant to the Department's Legislative Director.

DNR's Legislative Office represents the Department to the Maryland General Assembly, the Governor's Legislative Office, local governments and constituent groups in all matters related to legislation and regulations. The number of transactions handled by the office is high year-round, but particularly intense during the annual 90-day General Assembly sessions (January-April). Annually the office handles approximately 60 packages of emergency or proposed regulations, oversees preparation and delivery of approximately 70 required reports, and handles policy and constituent questions for the 188 state legislators plus other elected officials. During the 2014 legislative session the office tracked the detailed progress of 335 bills, prepared and submitted 150 bill reports providing the Department's positions on legislation, and responded to 136 requests for fiscal note information.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three (3) years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

One (1) year of the above experience must involve the actions necessary to put Maryland state legislation, regulations, or new policies in place.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
