Main Purpose of Job

This recruitment will be used to fill two positions within the Financial Unit.

Position One:

This position serves as a Program Specialist.  The main purpose of this position is to develop contract specifications and coordinate procurement activities in accordance with State procurement procedures, laws and regulations.  Also, this position will work as a part of the Management Evaluation team to perform the finance policy/procedure and inventory review portions of the local agency Management Evaluations.  It ensures that local agencies and the State WIC Office inventory records are maintained in accordance with Federal circulars and regulations.  Approximately $1.5 million in computer equipment is purchased and replaced every three years at the State WIC Office and the 88 local WIC clinics.  This position coordinates all local agency requests for approval of capital projects.

Position Two: 

This position serves as a Procurement Specialist.  The main purpose of this position is to develop contract specifications and coordinate procurement activities in accordance with State procurement procedures, laws and regulation.  This position also works as a part of the Management Evaluation team to perform the finance policy/procedure portions of the local agency Management Evaluations.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

One year of procurement experience that includes writing specifications is required.

DESIRED OR PREFERRED QUALIFICATIONS

Position 1: (Program Specialist)  Experience conducting and evaluating audits is preferred. Must be proficient in MS Office.

Position 2: (Procurement Specialist)  Experience in writing specifications for procuring products for a health or nutrition program, soliciting bids, reviewing and approving the proof or sample received from the company is preferred.  Must be proficient in MS Office.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
