Main Purpose of Job

This position will be responsible for conducting desk audits and on-site reviews within the Office of Health Services for the Maryland Medicaid Behavioral Health Program.  The position requires a clear and concise knowledge of both federal and State laws as well as various sanction regulations regarding Conditions of Participation for providers participating in Maryland Medicaid.  The ability to work independently scheduling and conducting on-site reviews of health care providers for the purpose of mandatory audits of the Behavioral Health provider community.  On-site reviews are conducted throughout the State.  This position shall be required to review and prepare detailed comprehensive reports of all assigned desk audits and on-site visits.  Additionally, this position will work closely with the Manager of Provider Enrollment and Compliance under the direction of the Division Chief for Behavioral Health regarding reviewing and auditing the Health Home Program.  This position will work with the (ASO) and with the Behavior Health Administration (BHA), as well as the Managed Care Organizations (MCOs) to assist with provider compliance and adherence to policy.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have a minimum of one year experience implementing or evaluating health policies or programs, or auditing program performance in a health related field.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
