Main Purpose of Job

This position is responsible for all administrative appeals filed on behalf of Maryland veterans represented by MDVA and their families. It also assists with initiation and presentation of claims for compensation, pension, entitlements and other benefits to the United States Department of Veterans Affairs, their eligible dependents, and their survivors. Since the majority of claims require determinations pertaining to disability, the Appeals Chief advocates a claim and considers a wide range of legal, medical, occupational and other factors, some of which may be characterized by elements of controversy or conflict; establishes the medical aspects of a claim by evaluating medical reports, laboratory findings, x-ray reports, etiology of disease or injuries, and the degree of resulting disability for percentage determination under the Department of Veterans Affairs rating schedule. The position is also responsible for oversight of computer information systems Department-wide.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Experience working within the Veterans Benefits Administration of the US Department of Veterans Affairs is strongly preferred. 

Accreditation by US Department of Veterans Affairs as a veterans benefits specialist or experience related to veterans benefits administration programs with a veterans service organization is preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
