Introduction

This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

This position reports directly to the Director of the Operational Services Administration (OSA).  This position performs various administrative duties and is responsible for a variety of special tasks to facilitate the efficient operation and management of the Administration’s programs and functions.   Position also acts as Executive Assistant to the Director and the Deputy Director providing administrative and clerical guidance as well as direction and advice to each of the Administration’s Divisions.  The selected candidate supervises and manages the reception area and the Office Clerk I in the Director’s office. Oversees all conference room scheduling within the Department; coordinates special assignments at all levels within the Administrations, the Office of the Secretary and with outside agencies and businesses.

POSITION DUTIES

The following duties are examples of assignments performed by the incumbent in this classification. It is not a total comprehensive list of duties, nor is it restrictive regarding job assignments.

  • Provides advice and guidance to the staff in the Director’s Office as well as in the various Divisions within the Administration to assure adequate management of correspondence, consistency with Departmental procedures, and appropriate handling of special projects and emergency situations.
  • On behalf of the Director and the Deputy Director, assists in managing various aspects of OSA and its Divisions: Fiscal Services, Human Resources, Central Services, Procurement, Leadership and Development, and Operational Services and Management.
  • Assists the Director and the Deputy Director in developing OSA's budget. Monitors and authorizes spending from the budget.
  • Acts as the mediator or facilitator in solving immediate problems that other offices, Administrations, or outside sources may encounter. Acts as troubleshooter by resolving problems before they turn into a crisis situation either by reporting them to the Director and the Deputy Director or by taking the necessary action to resolve them; assures that appropriate action has been taken to resolve the problem.
  • Acts as a confidential assistant to the Director and the Deputy Director in matters relating to office management; personnel issues, communications with other offices and agencies, and organizational matters. Provides guidance and advice on confidential matters to the Directors of the various OSA Divisions and the Deputies on behalf of the Director and the Deputy Director.
  • Coordinates assignments and tasks for the Director and the Deputy Director such as collecting and verifying data from various sources to assure that reports and requests are fully and accurately completed.
  • Manages and oversees the Director and the Deputy Director calendars.
  • Organizes and schedules meetings by coordinating the calendars of all participants and locating and booking meeting facilities.
  • Distributes work to the Directors of the various Divisions within OSA with instructions as to what is needed to provide a satisfactory response; develops and implements a system for tracking assignments to assure that they are submitted timely; provide follow-up with the appropriate Division Directors when assignments are not completed on time; keeps the Director aware of all assignments that are late in being submitted; requests time extensions from the Secretary's Office when appropriate.

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a valid motor vehicle operator's license.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered. It is imperative that you give complete information on your application. Please note that you will be required by the appointing agency to provide proof upon hire for all certifications, licenses, education and work experiences. For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

EXAMINATION PROCESS

The examination will consist of a rating of your training and experience as they relate to the needs of the position. Candidates will be placed on the employment list categorized as BEST QUALIFIED, BETTER QUALIFIED AND QUALIFIED and remain eligible for consideration for at least one year from the date of the examination.

This list will be used by the hiring agency to select employees. You must possess the minimum qualifications before you may be selected for a State position. Verification will be completed by the Appointing Authority.

If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process.

Permanent State employees may also complete necessary experience based on the number of hours worked per week. You must include on your application the time in such activity.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
