Instant Ticket Product Manager

Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) seeks a Lottery Instant Ticket Product Manager. The Instant Ticket Product Manager is responsible for managing all aspects of the Lottery’s Instant Scratch-off Ticket product line (approximately $500 million of annual sales in FY14) including, but not limited to, research, overall direction, coordination, implementation, execution, control and completion of instant scratch-off ticket Lottery products. The Instant Ticket Product Manager ensures consistency with agency strategy, commitments and goals by assisting the Director of Product Development and others in planning, analyzing, managing and fostering growth of all Instant Scratch-off Ticket Games currently in the marketplace. This position interacts with all internal departments, vendors and players to ensure that the product plan and all relevant programs are properly implemented for maximum sales and revenue results.

Main Purpose of Job

This position collaborates with the Director of Product Development in the planning, development, analyzing and positioning of all Maryland State Lottery products and promotions. Manages scratch-off ticket working paper process for over 50 games per fiscal year. This includes detailed collaboration with key personnel from varying divisions, as well as the instant ticket vendor, to ensure that each game is well designed both artistically and functionally before execution. Works closely with all internal departments, retailers, and players to ensure that the product plan for each fiscal year is properly implemented for maximum results. Assist in development of Point of Sale designs and advertising products to effectively communicate promotions and instant ticket products.

POSITION DUTIES

This position is a vital part of the MLGCA Product Development Management team. Duties include:

  • Managing new instant scratch-off ticket game development through the working paper specification process that includes planning, developing, and analyzing over 50 instant scratch-off ticket games a year.
  • Managing all aspects of print vendors’ relationships to assure all instant scratch-off ticket game details are exactly as required by the MLGCA, before and after printing, while delivering on a timely basis.
  • Tracking and managing the instant scratch-off ticket print contract. This 4-year agreement began in September of 2013 and is currently valued at just over $20 million. Presently, this position works with no less than three vendors.
  • Planning, analyzing and implementing all instant scratch-off ticket game projects to produce a 24-month product plan. This plan is updated quarterly and maintains a two-year view. This includes researching sales and industry trends to assemble the most complete plan; working with vendors on product design and development; and coordinating product plans with executive management to ensure continued annual revenue growth. Researching, analyzing and strategically planning all instant scratch-off ticket game product promotions in the marketplace to ensure both sales increases and profitable revenue contributions.
  • Input to Creative Services to assure that all instant scratch-off ticket game products and promotions are accurately reflected. In addition, the Instant Ticket Product Manager coordinates with Sales, Creative Services and Communications departments to promote products and promotions while managing product-related feedback, inquiries and support issues from diverse constituencies.
  • Collaborating and gathering comments and recommendation from numerous internal departments. Tracking project deliverables, this position monitors and reports on progress to the Director of Product Development.
  • Producing reports and analysis for various internal and external uses; assisting other MLGCA Divisions as necessary; and managing other special projects as defined by the Director of Product Development.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Relevant work experience, preferably in marketing, sales or product development.
  • Excellent organization and communication skills required.
  • Three to five years of Lottery industry experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
