Introduction

This recruitment is limited to Dept. of Public Safety & Correctional Services (DPSCS), Information Technology & Communications Division (ITCD), Criminal Justice Information System (CJIS) employees only.

Administrator II encompasses the full performance to second line managerial level of administrative staff work related to the administration of departmental policy and overseeing or coordinating agency operations or functioning as a special assistant to an executive.

Main Purpose of Job

This position is primarily responsible for the development and establishment of a department wide Disposition Record Recovery program for all of the CJIS-CR operating areas. In an effort to provide marked improvement in our Criminal History database, overall customer delivery, meet user's business needs and make the best use of financial and human resources. The position is responsible for project recommendations based on the data collections and analysis from the DRR program. The DRR program will focus on the timely, accurate and completeness of Maryland's criminal history records. Additionally, this position is responsible for ownership and reporting of the Managing for Results (MFR) initiative and acting as a liaison with IT&CD office with regards to quantitative performance measures, initiatives and outcomes. This position will also be responsible for assisting the director in planning and implementing all projects related to the nationwide interoperability initiatives for the successful exchange of criminal history data. This position has direct accountability for the statewide Criminal History Record Improvement Plan and the successful completion of projects defined in that plan. This position is also needed to provide support to the Director in relation to the Maryland seat on the National Compact Council and all activities surrounding the appropriate use of criminal justice data for non-criminal justice purposes. This position also ensures that all CJIS-CR initiatives are in line with the vision and direction of ITCD's interoperability direction as well as all National movement. This will assist us in an effort to not expend resources that will need to be changed later. This position is critical to the continued positive forward movement of CJIS-CR. As CJIS-CR moves toward automated workflows and away from manual intense operational systems, this person will guide the path for successful delivery based on the data analysis from the DRR program and other processes in place.

POSITION DUTIES

Develops project plans including work breakdown structures, staff assignments, project monitoring, budget needs assessments and schedules for all CJIS projects/initiatives; develops, implements and managers CJIS CR overall Disposition Record Recovery program; collects and reports all CJIS statistical data in relation to MFR, Performance Dashboard Reports, ITCD State stats needs for data, and CJIS Advisory Board presentation manual; prepares project and initiative documents for each project and ensure they meet accepted project principles; plans, coordinates and oversees the performance of leadership team as it relates to the Quality Assurance outcomes to ensure timely, accurate and complete criminal history records.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

One year of supervisory experience preferred.

Limited to DPSCS, ITCD, CJIS employees ONLY.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating your education, training and experience as presented on your application and as they relate to the requirements of the position.

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.
