Main Purpose of Job

This position will progressively manage the Laboratories Administration's Quality Assurance Program, which includes directing and coordinating the Administration's Quality Assurance and Continuing Quality Improvement Programs. Establish and evaluate Quality Assurance Program policies, procedures, goals, standards and quality controls; ensure program objectives are measured and completed. Develop short and long-range plans for Quality Assurance Program operations and resources. Direct the operation of the public health specimen accessions section and its scientific and technical staff. Manage the Administration's Safety, Security and Training Program; supervise Safety & Security Program Administrator. Manage and coordinate facility related responsibilities with Department of General Services, and supervise Administration preventive maintenance staff. Oversee the development and training of staff; determine organizational structure and staffing needs are sufficient to meet objectives of Quality Assurance Program. Research, verify and implement the most efficient and responsible use of staffing and other financial resources. Direct and maintain the Administration's CLIA (Clinical Laboratory Improvement Certification) certification and State licensure requirements. Represent the Laboratories Administration in a liaison capacity with managers and officials of other agencies concerning Quality Assurance Program activities; contribute as appropriate. Serve as the Administration's primary contact for customer satisfaction; promote Quality Assurance Program through communication with customers.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

LIMITATIONS ON SELECTION

Must be a current Department of Health and Mental Hygiene (DHMH) employee.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
