By law, the Department of Juvenile Services (DJS) is a child-serving agency responsible for assessing the individual needs of referred youth and providing intake, detention, probation, commitment, and after-care services.  DJS collaborates with youth, families, schools, community partners, law enforcement, and other public agencies to coordinate services and resources to contribute to safer communities.

LOCATION OF POSITION

Baltimore, Maryland (DJS Headquarters located at 120 W. Fayette Street)

Main Purpose of Job

The Management Associate position provides administrative support to the DJS Youth Assistance Unit. The incumbent will screen youth placement referrals to initiate the Title IV-E eligibility determination process.

POSITION DUTIES

The Management Associate will work within the DJS Youth Assistance Unit. The incumbent will be responsible for analyzing weekly Placement Reports to determine whether a youth needs to be added to the Title IV-E database and/or if the youth's existing Title IV-E data file needs to be updated.  The Management Associate will be responsible for monitoring and updating Title IV-E data files as needed, including researching youth and family status information stored in various computer information systems utilized by DJS. The incumbent will be expected to respond to daily inquiries received via email, phone, and written requests.

The incumbent will be expected to schedule site visits for Eligibility Specialists, coordinating with DJS Case Mgmt. Specialists, compiling data on various types of issues pertaining to the status of youth,  and drafting correspondence and reports as needed. 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years performing secretarial work or clerical work involving typing duties.

Notes:

1. Additional secretarial or clerical experience may be substituted on a year-for-year basis for the required education.

2. Thirty credit hours with a major in secretarial science or office technology from an accredited college may be substituted at the rate of thirty credits for one year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration or Personnel Specialist classifications or Administrative, Clerical, or Office Services specialty codes in the Special Assistant or Secretarial fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Candidates who possess work experience with Title IV-E entitlements or other Federal entitlement programs are highly desired. 

Candidates who possess work experience with using the following Microsoft Office products (Word, Access, Excel) are highly desired.

LIMITATIONS ON SELECTION

The Management Associate position is open to current Maryland State Employees only.

SPECIAL REQUIREMENTS

Demonstrated ability to accurately type on a typewriter or keyboard on a personal computer, computer terminal or word processor at a minimum of forty words per minute may be required, depending on the specific requirements of the position.

SELECTION PROCESS

Applicants who meet the Minimum Qualifications will be placed on the eligible list categorized as Best Qualified, Better Qualified, or Qualified. Candidates shall be certified to the eligible list for a year.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
